Why was the concert in detroit in 1990 recorded in pro shot, and by who ?

Okay, for the audio side, in that tour, a number of shows were recorded to pull tracks from to compile the Live album. As for the rough mix, perhaps it was just that, a rough mix from the soundboard or monitor that was used to help judge which songs from that show would be "polished" up from the multitrack tapes to get the final mix for the album.

As for the video, perhaps, even though you can't see any, there were video screens running in the arena that they performed at. Someone (maybe David Mallet, the director) probably just recorded it as a way of the band being able to have an archival concert video if they wanted to cut together a video in the vein of Anything Goes for that tour (which two were, kinda...Highway To Hell and Dirty Deeds Done Dirt Cheap, from Donington and past concerts, though).
